Arizona IDA Celebrates the Grand Opening of The Post at Fort Whipple: 103 Homes for Northern Arizona Veterans

PRESCOTT, Arizona. – On October 2, 2026, the Arizona Industrial Development Authority (Arizona IDA) joined Governor Katie Hobbs, Gorman & Company, U.S.VETS, the U.S. Department of Veterans Affairs, and community partners to celebrate the grand opening of The Post at Fort Whipple, a 103-unit affordable, permanent supportive housing community for veterans in Northern Arizona.

The Arizona IDA, conduit bond partner on the project, was represented by Carson Folk and Dirk Swift, who joined state, federal, and local leaders on the historic Fort Whipple campus, part of the Northern Arizona VA Health Care System.

Homes for those who served

The Post at Fort Whipple serves senior veterans and veterans who are homeless or at risk of losing their housing. The need is real. The Northern Arizona VA Health Care System permanently housed 434 veterans between October 2024 and September 2025, beating its goal, as rising rents and tight supply pushed more veterans toward homelessness.

The community has two parts:

  • 23 apartments in six restored, early-1900s Army officers’ quarters, with one- and two-bedroom homes
  • 80 one-bedroom apartments in a new four-story building on an adjacent parcel

Residents live steps from VA health care and have access to on-site support from U.S.VETS, including case management and services that help veterans stay housed.

Preserving history while building for the future

Fort Whipple dates to 1863 and served as an Army post, a military headquarters, and later a hospital before becoming home to the VA campus. The officers’ quarters at the heart of this project were built in the early 1900s. Rather than sit empty, they now give veterans a place to call home. The project was made possible through a VA Enhanced-Use Lease and a historic preservation review that brought together the VA, the State Historic Preservation Office, and the Yavapai-Prescott Indian Tribe.

Built by partners we’re proud to work with

The Post at Fort Whipple was developed by Gorman & Company in partnership with U.S.VETS and the U.S. Department of Veterans Affairs. Gorman & Company has been a valued partner of the Arizona IDA, and this project shows what their team does best: taking a complicated site, a historic district and a mix of public and private funding, and turning it into homes.

“What stood out to me was the pride among the veterans now living there. Seeing that sense of belonging return to Fort Whipple was incredibly meaningful.”

Why this matters to us

The Arizona IDA exists to support and uplift communities across the state by building partnerships, connecting resources, and bringing private capital to projects with lasting benefits for urban, rural, and tribal Arizonans. Affordable housing is one of our core priorities, and The Post at Fort Whipple is exactly what that work looks like on the ground. It brings stable, affordable homes to veterans in a part of the state where those homes are hard to find.

We were proud to stand with Governor Hobbs, Gorman & Company, U.S.VETS and the VA on the day these homes officially opened, and we congratulate everyone who spent years bringing The Post at Fort Whipple to life.
