PHOENIX – Dahlia Village, a new affordable housing community in South Phoenix, celebrated its ribbon-cutting ceremony on Monday, September 22, 2025. Many attended to meet and hear community and business leaders discuss this project, which adds 126 apartment units for low- to middle-income individuals and families to the Phoenix area. The project was approved in 2023, and construction began in November of the same year.
 
The Arizona Industrial Development Authority (Arizona IDA) facilitated access to affordable financing for Ulysses Development Group (UDG) to support the construction of the Dahlia Village project.
 
Dahlia Village comprises twenty-four one-bedroom, fifty-four two-bedroom, thirty-six three-bedroom, and twelve four-bedroom residences. The community offers amenities including a clubhouse, fitness center, playground, and picnic area.
Each residential unit at Dahlia Village is equipped with walk-in closets, energy-efficient appliances, a washer and dryer, and either a patio or balcony.
 
Eleven units are designated for individuals or families experiencing homelessness, at risk of losing housing, or escaping domestic violence.
 
Dahlia Village was made possible through a mix of public and private financing:
 
  • $24 million in Multifamily Housing Revenue Bonds issued by the Arizona Industrial Development Authority (Arizona IDA).
  • Arizona Department of Housing (ADOH): $8 million in various funding sources.
  • City of Phoenix: $1 million in ARPA funds.
  • $18 million in equity generated from 4% low-income housing tax credits.

This is one of many affordable housing projects that UDG and the Arizona IDA are working together on. Other UDG-Arizona IDA projects include Salt River Flats and The Acacia At Youngstown (Phases 1 and 2).
